In a New York hotel, a professor loses his penis while trying to seduce his student. For Inspector Luigi Mackeroni, the girl is the only possible culprit. But when he finds himself in the same hotel room as Billy, a young hustler, Luigi experiences the horror of the killer condom first hand. Meanwhile, thirteen other men in the hotel lose their penises. The victims have one thing in common - they all used the hotel's condoms, which the owner buys cheaply from a wholesaler. With the presidential candidate's visit imminent and the killer condoms claiming more and more victims, Mackeroni must take action...
